勞保轉農保，是否可以退之前勞保所繳的保費?

如題:
我爸之前勞保保了十幾年，後來轉農保，目前54歲，持續保農保中
請問之前繳的那十幾年勞保的保費可以申請退費嗎?
還是有什麼費用可以申請退還??

他之後會等到65歲請領每月6,000元的農保老農津貼

如果之前保的那十幾年保費不能退，那勞保繳的那些錢不就被勞保局吃掉了???
