請問菲律賓 宿霧島跟長灘島潛水的比較

如題
年底想去東南亞學潛水 想學到潛水長等級
之前比較過泰國 消費好像比較高
後來看到菲律賓 學費便宜很多
不知道消費如何? 另外菲律賓潛店好像都沒有打工換證的樣子
若我選擇菲律賓
長灘島跟宿霧對學潛水來說哪一個比較好?

請有相關經驗或是潛水達人可以給我一些建議或指教
