美監控外國領袖 專家：先評估

針對美國國家安全局監控電子通訊引發的爭議，外部專家小組今天建議美國總統歐巴馬訂立新規範，規定在什麼條件下才能監控外國國家領袖。

專家共提出46項建議，其中一項是美國監控外國領袖之前，美國官員應該判定，是否還有其他手段可以取得必要情報並思考監控行動一旦曝光所帶來的負面效果。

專家小組今天在白宮會見歐巴馬，同時呼籲美國政府限縮通話基本情報的蒐集規模。

這個小組說，美國政府應該與幾個關係緊密的盟邦擬定監控協議。
