彰藝中心包商跳票　小包慘兮兮

榮獲2013國家卓越建設獎的彰化藝術中心爆發工程款糾紛，工程由彰化縣政府發包、常詠營造公司得標後，將水電工程包給中游的力盈科技工程公司，力盈再轉包給其他下游包商，不料力盈公司從今年4月起陸續跳票，共積欠10多家下游包商約2千萬元工程款，被害廠商今天到已完工正在進行初驗的工地舉布條抗議，要求彰化縣府協助善後。

包商陳冠融說，自家公司工程款約220萬元，但被跳票160萬元，其他下游包商也大多是中小型公司，因為力盈跳票事件，大家都出現周轉困難的問題，10多家下游包商員工至少上百人需要養家，力盈公司再不還款，可能有多家公司會有財務危機。

力盈科技公司登記的電話目前變成空號，抗議包商也找不到負責人。彰化藝術中心新建工程自今年3月27日完工、並自4月7日起陸續辦理初驗複驗中。彰化縣府自今年6月9日起就陸續接獲不同包商陳情遭跳票，多次通知承攬廠商常詠營造公司與水電分包商力盈科技工程儘速與下游包商協調未果，將再度於本月28日下午4時邀集三方當面開會研商。（鄧惠珍╱彰化報導）
